SHIMLA/KEYLONG: Propelled by a vision of delivering justice at the door steps of tribals across the 13050 ft high Rohtang Pass, Ms. Justice Sabina, judge High Court of Himachal Pradesh in a historic first on Saturday inaugurated the first National Lok Adalat at Keylong in tribal belt of Lahaul-Spiti district of the state.
Residents of landlocked Lahaul-Spiti got an “instant justice” at their door steps in as many as 240 cases which were taken up for the settlement at the National Lok Adalat on May 14.
Ms. Justice Sabina, who is also Executive Chairperson, HP State Legal Services Authority HPSLSA) personally supervised proceedings taking place before the Benches of National Lok Adalat at Keylong and Manali.
National Lok Adalats are being held under patronage of Chief Justice of High Court Mohammad Rafiq and supervision of executive chairperson Ms Justice Sabina across the state on May 14.
Ms Justice Sabina was assisted by Prem Pal Ranta, member-secretary, HPSLSA, which created history by holding the first National Lok Adalat at Keylong in the landlocked Lahaul-Spiti.
Ms. Justice Sabina also interacted with local stakeholders and litigants.
Instant justice delivered through the National Lok Adalat is all the more relishable and special for people of Lahaul-Spiti as there is no judicial court for over 35000 people, who live in the landlocked Tribal valley since time immemorial.
The main reason for this is that there is little crime taking place in the tribal belt.
The Atal Rohtang Tunnel came in handy for holding of the National Lok Adalat there. It has cut traveling time bypassing the Rohtang Pass and It takes just an hour to reach Keylong from Manali, said the residents.
“It is a historic moment for the people of snowbound Lahaul-Spiti across the Mighty Rohtang Pass”, said Prem Lal Yuterpa, a resident of Sashin. “There is little crime here. But people get instant relief in cases related the excise and other disputes at their door steps”, said Tashi Harpa, former President of Lahaul-Spiti hoteliers association.
They also got justice at their convenience and without spending much and traveling to Kullu or Shimla for over 350 kms, said Prem Katoch, ex-President of Save Lahauli-Spiti Society, an NGO working to protect interests of people of their district.
Legal justice system is an otherwise expensive and time-consuming, added Katoch. Such Lok Adalat should be organised from time when cases pile up, he added.
Ranta said National Lok Adalat was also held at Sub-Divisional Legal Services Committee, Manali, besides at Keylong, district Headquarters of Lahaul & Spiti. It was a great success as litigants get instant justice without delay and cost, he added.
