Shimla, November 27, 2024: The Simla Collective has unveiled an ambitious plan for Shimla’s future. The group announced the Shimla Vision 2040 initiative during a press conference.
The vision aims to make Shimla a sustainable urban hub by 2040. The focus is on achieving net-zero emissions.
The Simla Collective is a platform of residents, institutions, and civil society groups. It addresses the impact of climate change on Himalayan towns.
Tikender Singh Panwar, former Deputy Mayor of Shimla, highlighted the plan’s importance. “This vision is not about quick technological fixes,” he said. “It is about including people’s aspirations in planning the city’s future.”
Public Participation in Shimla Vision 2040
The initiative focuses on gathering inputs from Shimla’s residents. A questionnaire on issues like mobility, climate, and waste management has already been circulated.
The Collective plans to hold ward sabhas and committee meetings. Public responses will be collated for a major conference in April 2024.
Panwar explained the need for the vision. “By 2040, half of India’s population will live in cities. Shimla must grow without harming its fragile environment,” he said.
Concerns About Winter Carnival
The Collective welcomed the Winter Carnival scheduled for December 2024. However, it raised concerns about preserving The Ridge.
The Himachal Pradesh High Court has declared The Ridge a ‘no-vending zone.’ The group demanded strict adherence to the court order.
Panwar warned against turning The Ridge into a vending hub. “The Ridge must remain a heritage space, not a chaotic marketplace,” he said.
Solid Waste Management
The Simla Collective also flagged concerns about waste management. The High Court has directed the Shimla Municipal Corporation to manage waste properly.
Panwar offered the group’s support. “We are ready to help the civic body raise awareness about waste management,” he said.

The Simla Collective is determined to ensure Shimla’s sustainable growth. “Shimla’s future depends on its people. Together, we can make this vision a reality,” Panwar stated.
