Himachal’s Financial Mess has unleashed a Political Firestorm Between Congress and BJP ahead of Budget Session starting next week here.

Himachal Pradesh is staring at a severe financial crisis, with debt soaring past ₹90,000 crore.

The Congress-led government, struggling to pay salaries and pensions, has turned to every possible source for financial aid. But its recent move—seeking contributions from state-managed temples—has triggered a political storm.

About 40 big temples are under government control in Himachal with funds running into over thousands of crotes, say the sources. 

Temple Funds Row: BJP vs Congress

Chief Minister Sukhvinder Singh Sukhu’s appeal to temples for financial help has drawn sharp criticism from the BJP.

The opposition has accused the Congress of being “anti-Sanatan” and attempting to misuse temple donations meant for religious purposes.

BJP leaders, including former CM Jai Ram Thakur, party president Dr. Rajeev Bindal, and spokesperson Ajay Rana, have vowed to block any such move.

Rana went a step further, declaring, "Not a single penny from temples will go to this government!"

BJP leaders alleged that the Congress government had its eyes on temple funds because it had failed to manage the state's finances.

According to BJP, temple money is meant for religious and charitable activities, not for covering up government mismanagement.

Centre vs State: The Blame Game Continues

Meanwhile, the Congress government has been pleading for financial help from the Centre.

It has sought its share of GST revenue, disaster relief funds, and the revenue deficit grant.

But Himachal’s Congress leaders, including CM Sukhu, Deputy CM Mukesh Agnihotri, and PWD Minister Vikramaditya Singh, claim the Modi government is deliberately withholding funds to destabilize their government.

They accuse BJP’s state leaders—Jai Ram Thakur, Union Minister Anurag Thakur, and other MPs—of lobbying in Delhi to block financial aid.

"The BJP wants to push Himachal into a deeper crisis just to gain political mileage," a Congress leader said.

Financial Woes Pile Up

The situation on the ground is grim. The state is struggling to pay employees, fund development projects, and manage routine expenses.

The New  Pension Scheme (NPS) fund worth Rs 9 000 Crore or so still pending with the Centre.

Sukhu government remains ambivalent on NPS,  OPS, now  UPS  announced by the Modi government. 

Will Sukhu give up OPS and oot for UPS for smooth transfer of NOS funds to the state? 

The state babus and pensioners are up in arms against the Sukhu government for not releasing pendiing arrears.

Now, with no bailout in sight, the government is looking for desperate measures as  CM is presenting the budget  on March 10 in the Vidhan Sabha here. 

Pleading its justification, Congress insists that temple funds, if used, would go towards cow protection and temple development, not for general government expenses.

However, the BJP isn’t buying it. "This is just a cover-up. They are after temple wealth because they have no money left due to the mismanagement by the Sukhugovernment,  which has claimedto make Himachal self-reliantby 2028-29," a BJP leader remarked.

Congress Counterattack: ‘BJP Playing Communal Politics’

In response, the Congress has hit back, accusing the BJP of misleading people.

The party claims that when BJP was in power, it too controlled temple funds but faced no backlash.

“Why didn’t BJP object when they were in charge of temple committees?” a Congress spokesperson asked.

They also pointed out that the Modi government has not been releasing due funds to states governed by opposition parties.

“Himachal is being treated unfairly because we are not ruled by the BJP. This is a political conspiracy,” Congress leaders argue.

Political Tug-of-War: Who Will Blink First?

With no financial relief in sight, the temple funds controversy is turning into a full-blown political war.

While the BJP is using the issue to corner the Congress, the ruling party is using it to accuse the Centre of economic discrimination.

Amid all this, ordinary citizens are bearing the brunt. Government employees are anxious about their salaries, development projects are stalled, and the state’s economy is hanging by a thread.

As the Congress and BJP lock horns, one question remains—who will rescue Himachal from this financial nightmare?

Or will political grandstanding push the state deeper into crisis?    Will the Budget 2025-26 reflect the financial crisis? How will Sukhu walk the tight rope?

People of Himachal are observing it more keenly than ever before.
