SHIMLA: Reactions to the Budget- 2023-24

APPLE FARMERS  ON BUDGET: 

President of Progressive Growers Association Lokinder Singh Bisht said the  state budget has failed to address the core issue of rising input costs  for the horticulture sector,
No subsidy on fertilizer, carton, trays, support structure for high density plantations has been announced ,whereas subsidy and incentives to other sectors has been given. 
The announcement of loans for agri and horticulture startups at 2% rate of interest and announcement of horticulture policy are welcome steps.
Bisht said it was Good diversionary tactic to announce 5 CA stores as it will take 5 years at their speed to build.
"Keep fooling all farmers hoping it will help them and till then they will continue with the illegal trade practices run by APMC and HPMC", he said 

This is to divert your attention from the implementation of the Legal Metrological Act 2009.

Five CA  cold stores were first built in the state in one go in 1975 to 1980 and also 5 more in Delhi, Mumbai, Chennai, Calcutta and 3 logistics warehouses in Parwanoo, Kiratpursahib and Kundli to feed all India markets directly.
"We are in 2023. Even after 50 years later this pace is so slow and so small in comparison to speed and scale of infra buildup of the vision  of development in 1975 to 1980", Bisht said.

HP Congress Vichar Vibhag Chairman Vijay Pal Singh said it is for the first time there is leadership and Govt in the hill state, which is working on revenue generation.

Besides the government is trying to address the rising  issues of "loan and debt that Himachal is in"- all in this Green Budget presented by Chief Minister Sukhvinder Singh Sukhu.

Subsidies for students, farmers, entrepreneurs and health sector and e-Harit Pradesh concept is altogether a complete shift from the previously presented budgets, he said.

Himachal Pradesh will usher in a "brave new green energy state  with less carbon foot prints" in which the youth will run the show at the forefront". 

 

BJP: Leader of Opposition Jai Ram Thakur said Himachal's budget- 2023-24 is a visionless and directionless budget.  

He said that only the schemes of the central government have been taken advantage of in the budget.
Whatever amount is coming to Himachal Pradesh in those schemes has been distributed to the people of the state, he claimed.
But  Prime Minister Narendra Modi finds no mention in the budget who launched those schemes. 
He said that the Chief Minister should stop lying. He is talking about Shiv Dham,  Rs 40 crores tender has already been done for Shiv Dham  and its work is also going on.
But now this government is not allotting money for Shiv Dham through the budget. The present government did not want to  do not want let any scheme of the BJP Government be completed, he charged.
The green corridor route that the Congress government has talked about is very long and will take a lot of time. Similarly, this government has also talked about electric buses, but these buses are very expensive, it will take time and money, he added  
He said Congress government has announced Rs 1300 crores. But it was previous government which had brought Rs 2100 crores through ADB for tourism. 
He said that our government has brought Bulk Drug Park and Medical Device Park in Himachal Pradesh, but what has this government done in its budget provision to take forward these big schemes. This budget is evasive, it is not clear, he charged.

HP Pradesh Congress Committee President Pratibha Singh said  the Budget will usher in  a new saga of all-round development in the state.

She has said that this budget will write a new chapter in the development of the Congress government in the state.
Giving her reaction on the budget, Pratibha Singh has said the budget will prove to be very useful in solving the problem of unemployment by providing self-employment to the youth.
Pratibha Singh has said every section has been taken care of in the budget, for this she has congratulated the state Congress government as well as the people of the state.
 

Deputy Chief Minister, Mukesh Agnihotri, Agriculture Minister, Chander Kumar and Industries Minister, Harshwardhan Chauhan have termed the budget for the year 2023-24 presented by Chief Minister, Thakur Sukhvinder Singh Sukhu in the Himachal Pradesh Legislative Assembly today as historic and a common man's Budget. In a joint statement issued here today, they said that Chief Minister, Thakur Sukhvinder Singh Sukhu has tried to give a new direction to Himachal Pradesh by presenting a 'Green Budget'.

Deputy Chief Minister said that by March 31, 2026, the State Government has set a target to develop the state as a 'Green Energy State', under which 500 MW of Solar Energy would be harnessed.

Apart from this, developing six national and state highways as green corridors, fifty percent subsidy to private bus operators for e-buses, 50 percent subsidy to truck operators for the purchase of e-trucks and a provision of Rs 25,000 as subsidy for purchase of e-scooties for 20,000 meritorious girl students is seen as a historical step towards achieving a target of Green State by 2026.

He said that a provision has been made to provide 40 percent subsidy for setting up solar power projects in the State.
