SHIMLA: “Good Government is the key to good governance” On many occasions, Chief Minister Thakur Sukhvinder Singh Sukhu has reiterated these words to assure the people of the State that good governance is the matter of utmost importance to the present Government.
The State Government has taken many steps towards fulfilling the agenda of good governance, maintaining transparency and impartiality in the functioning of the government.
One such measure is strict enforcement of the guiding principles-2013 for regulating the transfers of the State Government employees.
This principle ensures that certain categories of officers are not posted in their home districts or adjacent regions, thereby curbing corruption and ensuring better work culture in government offices.
It states that All India Services Officers, HPAS, HPPS, HP Forest Services, all District level officers and their equivalent officers, DFOs, State Taxes and Excise Officers, Inspectors, Sub Inspectors, Assistant Sub Inspectors of Police Department, District Attorneys and Deputy District Attorneys will not be posted in their respective home districts.
Besides this, the guiding principles has restricted 17 other categories of officers and officials of different ranks and different departments who cannot be posted in their home Districts, Divisions, Sub Divisions, Range, adjoining range, block, beat and circle etc.
Following the guiding principles-2013 will ensure better work culture in government offices, in view of better delivery of services to the common man without any undue favor.
Additionally, the State Government has taken historic decisions to bar the 21 categories of officers and officials directly involved in public dealing, from purchasing land, building, immovable property within the respective jurisdiction of their posting in their name or that of their family members.
Further more such officers are also prohibited from purchasing properties within a period of two years of relinquishing the charge.
Both the actions of Thakur Sukhvinder Singh Sukhu government clearly indicate State Government's commitment to provide transparent and accountable administration to the people of the State.
“We have zero tolerance against corruption and the government will take stern action against erring officers”, said the Chief Minister.
