Apple Carton Controversy: Majority Farmers Push for Universal Cartons, Urge Minister Negi to Step In...Is horticulture Minister Listening?
SHIMLA: As apple season begins in Himachal Pradesh’s lower areas, confusion over packaging rules is causing a stir among farmers, traders, and Arhtiyas.
The switch to the 20 kg universal carton has sparked debate, especially among those used to the old telescopic cartons for selling apples outside the state.
Supporters of the universal carton, like the Sayunkt Kisan Manch, Progressive Growers Association (PGA) and other farmer groups, believe it will bring fairness and clear pricing that will benefit growers who sell in local Mandis.
“The universal carton is needed to keep things consistent and fair in the market,” said Lokinder Singh Bisht, President of PGA.
“But the government needs to explain what happens if someone uses the old cartons outside Himachal and what the penalties are.”
Despite the supposed advantages, some groups like the Himachal Apple Growers’ Society (HAGS) are against it.
They say the new cartons cost 30% more, even after a GST cut to 12%, and want the government to share a clear plan with everyone.
They argue that without proper rules, farmers might still use telescopic cartons for sales outside the state.
The issue has also become a political talking point, with the BJP criticizing the new system, turning it into a political issue rather than a farmer issue.
Sanjay Chauhan, Co-Convener of the Sayunkat Kisan Manch (SKM), said, “This opposition is mainly about politics. Most farmers have accepted the universal carton, and we can see there’s a big demand because they’re hard to get right now.”
Meanwhile, many farmers are confused as the low-chill apple season starts in Shimla, Mandi, and Kullu.
Bisht notes, “We should try the government’s plan this year. If it doesn’t work, we can go back next year. But we need to stick together.”
Critics say that Horticulture Minister Jagat Singh Negi’s inaction has made things worse. They urge him to meet with farmers to clear up the confusion and provide clear rules.
Bisht says, “The Minister needs to explain the rules and penalties clearly so everyone knows what to do.”
With the apple season underway, clear guidance and strong leadership are urgently needed.
