The themes are "भिक्षा नहीं शिक्षा दें" ("Give Education, Not Alms") and "Support to Educate a Child." The goal is to rescue children from begging and enroll them in schools.
A coordination meeting was held in Uttarkashi. Officials from various departments attended. Important directions were given to ensure the campaign’s success.
Many children in Uttarakhand beg on the streets. Most are seen in religious places like Haridwar and Rishikesh. Others are found in cities like Dehradun. They often beg with their parents.
This campaign raises important questions. Will it create lasting change? Or will it just be another photo op? Without strong government policies, such efforts may not last.
The government has several laws to protect children:
The Commissions for Protection of Child Rights Act, 2005 established child protection commissions.
The Juvenile Justice Act, 2015 provides care and rehabilitation for at-risk children.
The Integrated Child Protection Scheme (ICPS) helps vulnerable children with rehabilitation.
NGOs like Bachpan Bachao Andolan (BBA) are also working to save children. BBA, led by Nobel Laureate Kailash Satyarthi, has rescued thousands from begging and child labor.
Himachal Pradesh also faces similar issues. A campaign like "Operation Mukti" is needed there too. But lasting solutions require strict enforcement and rehabilitation programs.
Some cities around the world have successfully eliminated child begging. They used strong laws, rehabilitation, and awareness programs. Uttarakhand must follow a similar approach.
For real impact, children must be taken off the streets and given proper education. Sustainable policies, not just short-term drives, are the key.
