NEW DELHI / SHIMLA — In a landmark infrastructure development poised to transform northern India’s defense posture and tourist corridor, the Union Ministry of Defence has declared the strategically vital Chamba–Churah–Killar (Pangi) road as a Strategic Project of National Importance.
The breakthrough, achieved following sustained advocacy by BJP's Rajya Sabha MP from Himachal Pradesh Harsh Mahajan, paves the way for an all-weather alternative corridor connecting western Himachal directly to Ladakh through the rugged, high-altitude terrain of the Chamba region.
Under the official order issued by the Ministry of Defence, the construction and upgradation of the Chamba–Killar alignment to National Highway Double Lane (NHDL) specifications will be undertaken by the Ministry of Road Transport and Highways (MoRTH), with works executed under the supervision of the Border Roads Organisation (BRO) via the Strategic Road Head Fund.
Redefining Connectivity: A Lifeline for Tribal Belts
For decades, the remote tribal areas of Churah, Pangi, and Killar in Chamba district have faced extreme isolation, cut off for nearly half the year due to massive snowfall across treacherous high-altitude passes.
The strategic overhaul of the Chamba–Killar road will feature all-weather tunneling and bridge infrastructure, notably encompassing the critical Chaini Pass.
This initiative guarantees uninterrupted, year-round access for border security forces and residents alike.

While the project promises unprecedented economic and strategic benefits, environmental experts and ecologists have voiced vital cautions regarding the ecological sensitivity of western Himachal Pradesh.
The high-altitude terrain of Chamba, Churah, and the Pangi Valley falls within a geographically fragile zone host to endemic flora, rare alpine wildlife, and crucial catchment ecosystems.
Ecologists emphasize that extensive cutting, slope excavation, and mountain boring for tunnels like the proposed Chaini Pass route could trigger severe environmental repercussions if meticulous safeguards are not mandated:
Biodiversity Disruption: Heavy machinery, habitat fragmentation, and slope alteration pose direct risks to vulnerable alpine wildlife corridors and endemic botanical species unique to the Pangi-Bharmour sanctuary zones.
Geological Instability: Uncontrolled cutting and blasting in young, fold mountains significantly heighten the risk of flash landslides, soil erosion, and natural spring drying—which rural communities rely on for drinking water and agriculture.
Call for Sustainable Engineering: Environmentalists urge BRO and MoRTH to incorporate green construction techniques, advanced muck-dumping management, strict slope-stabilization methods, and continuous ecological impact monitoring throughout the execution phase.

Unlocking Pangi & Bharmour: High-altitude sanctuaries, pristine tribal culture, and ancient heritage sites in Pangi, Bharmour, and Churah will be brought directly onto the national and global tourism map.
Local Economy Boost: The all-weather corridor is anticipated to ignite a massive boom in local hospitality, homestays, adventure tourism, trekking, healthcare access, and regional commerce.
Dual Structural Upgrades: Twin Corridors for Chamba
This decision complements another major infrastructure victory spearheaded by MP Harsh Mahajan: bringing the Pathankot–Chamba–Bharmour highway under the national framework of the National Highways Authority of India (NHAI).
Detailed Project Reports (DPRs) are currently underway for major bridges, tunnels, and bypasses along the Pathankot–Bharmour stretch, ensuring a seamless, high-capacity traffic flow from the plains of Punjab straight to the high passes of Ladakh.
Additionally, the Central Government has approved complementary high-altitude links in the state, including the Khanadunti–Lamkhaga Pass–Harsil Road and the Wangtu–Mud–Attargu Road, creating inter-sectoral connectivity across border zones.
