SHIMLA: Himachal's Drug Menace Deepens; 2,515 Arrested, Big Catch Includes Shahi Mahatma Gang.

Himachal Pradesh is in the grip of a worsening drug crisis. The latest figures reveal 2,515 arrests under the NDPS Act in 2024 alone.

Shimla district topped the list with 480 arrests.

This included 473 men and 17 women. Among those caught were two foreign nationals. One was arrested in Solan, and the other in Sirmaur.

The report, prepared by the Additional Chief Secretary (Home), was shared with Chief Minister Sukhvinder Singh Sukhu. It highlights how deeply drug networks have penetrated Himachal's districts.

Kullu, Kangra, and Mandi also saw significant numbers of arrests. Yet, the conviction rate paints a grim picture. Only 27.39% of cases ended in sentences.

Out of 1,070 cases decided in 2024, 777 ended in acquittals. Lack of evidence allowed many drug peddlers to go free. It raises questions about the effectiveness of enforcement agencies.

Among the notable arrests was the bust of the Shahi Mahatma Gang. This notorious network had been spreading its tentacles across Himachal. Its capture was a major breakthrough in the state’s drug war.

To tighten the noose, the government attached illegal properties worth ₹21.50 crore. Efforts to expedite trials have led to the creation of 42 special NDPS courts. Still, 9,418 cases remain pending.

Forensic Failures Hinder Progress

The lack of forensic facilities is a major roadblock. The State Forensic Science Laboratory at Junga has had an NDPS division since 2006. But it remains non-functional due to the absence of a scientific officer.

Proposals to set up similar divisions at Mandi and Dharamshala labs are still stuck. Without proper forensic support, investigations struggle to hold water in court.

Chief Minister Sukhu has vowed to fight the menace head-on. He announced plans to set up a special task force to target drug cartels.

The CM stressed the importance of dismantling networks like the Shahi Mahatma Gang.

The government is also focusing on awareness campaigns to prevent youth from falling prey to drugs. The battle is far from over, it need stronger political will.
