Sukhu Govt Shuffles Deck Again: Senior IPS Officers Land in Secretariat Seats, Not Policing – Negi’s Posting Sparks Speculation on Next DGP

In another round of “Vyavastha Parivartan,” the Sukhvinder Singh Sukhu government has once again pulled a senior IPS officer out of the policing line and planted him in the Secretariat.
Shyam Bhagat Negi (IPS, 1990 batch) has been appointed as Additional Chief Secretary (Social Justice & Empowerment) to the Government of Himachal Pradesh.
The posting was cleared through the Civil Services Board and notified by the Department of Personnel late Monday evening.
The order also cancels the posting of Abhishek Trivedi (IPS, 1996 batch), who had been appointed Secretary (Social Justice & Empowerment) just a week ago, on September 30.
The move, insiders say, signals a growing trend in the Sukhu administration — pulling senior IPS officers into bureaucratic roles traditionally handled by IAS officers. “It’s becoming more about administrative balancing than policing efficiency,” commented a senior officer on condition of anonymity.
Interestingly, the buzz around the Secretariat corridors is whether Negi’s sudden shift from core policing to policy signals a bigger elevation ahead. With the DGP’s chair expected to fall vacant soon, the speculation mill is already churning — “Will Negi be the next DGP?”
For now, the Sukhu government insists the decision was made “in public interest,” but within the police fraternity, questions are rising: Is this real reform — or just another reshuffle under the name of Vyavastha Parivartan?
