Historic Win for Technical Education Officers: Three Petitioners Finally Promoted After HC Rap

After years of waiting and months of courtroom battle, three officers of the Technical Education Department have finally made it to the post of Deputy Director (Training) — thanks to firm intervention by the Himachal Pradesh High Court.
The State Government has implemented the judgment in CWP No. 6329 of 2025 (Lalit Kumar & Others vs State of Himachal Pradesh & Another) by promoting all three petitioners — Lalit Kumar, Sanjeev Sahotra and Ravinder Singh — to the coveted post in the Directorate of Technical Education, Sundernagar.
The promotion orders were issued on 03 November 2025, after getting concurrence from the Finance Department and a final nod from the Cabinet.
The matter had gained urgency after sharp directions from Justice Sandeep Sharma, who on 04 June 2025 ordered the government to convene the DPC within three months.
When the deadline was missed, the Court on 06 October 2025 warned the State of “strict action” for non-compliance, pushing the department into action.
Advocate Ganesh Barowalia, who argued the case for the petitioners, is being credited for his persistent legal follow-up that compelled the administration to finally clear the long-pending promotions.
For the officers, this is not just a promotion — it is a long-delayed acknowledgment of service and a significant reminder of how timely judicial scrutiny can enforce administrative accountability.
