HP HIGH COURT PREMISES SHIMLA

HP High Court Dismisses Petitions

Shimla, Nov 14 – The Himachal Pradesh High Court has dismissed three petitions over the long-pending appointment to a Lecturer’s post in Conservative Dentistry and Endodontics at the state Dental College, directing the government to finalise the Recruitment & Promotion Rules within four weeks.

Justice Sandeep Sharma said all petitions became infructuous after the state withdrew its 5 November 2022 letter, which had initiated a promotion-based selection process.

The court noted that the post pertains to 2010 and is reserved for the SC category, meaning it cannot be filled through promotion, as claimed by the petitioners.

The state informed the court that the vacancy had already been requisitioned to HPPSC for direct recruitment, but the process was stalled for years because R&P Rules were never updated after being scrapped in 2009.

Directing the government to end the decade-long delay, the court ordered immediate finalisation of the rules and initiation of the selection process strictly as per the reservation roster.
