Shimla:  In a bold policy leap, the Himachal Pradesh government has unveiled a first-of-its-kind “One District, Three Products” (ODTP) plan in its 2026 Budget—aimed at giving a decisive push to the rural economy and putting local products on the global map.

Taking a step ahead of the Centre’s One District One Product model, the state’s new framework will identify three signature products from each district based on their market potential. The focus will be on strengthening value chains, improving branding and packaging, and ensuring better market access to maximise returns for local producers.

Chief Minister Sukhvinder Singh Sukhu said the initiative aligns with the government’s larger vision of making Himachal self-reliant. “One District, Three Products will play a significant role in revitalising the rural economy and empowering local communities,” he said.

Industries Minister Harshwardhan Chauhan termed the move a “game-changer,” adding that it will unlock district-level strengths while creating sustainable livelihoods. “This will give Himachal’s unique products the market platform they deserve,” he noted.

The scheme will cover a wide spectrum of sectors—from agriculture and horticulture to handlooms and handicrafts. Products such as turmeric, ginger, maize, Kangra tea, shawls, spices, honey, chulli oil, paintings, and yak wool are expected to be part of the basket, reflecting the state’s rich agro-climatic diversity.

Officials say the ODTP initiative is not just about promotion but about building a complete ecosystem for rural entrepreneurship. By strengthening supply chains and improving market linkages, the government aims to boost competitiveness and enhance incomes at the grassroots level—especially for artisans, women entrepreneurs, self-help groups, and small producers.

Additional Chief Secretary Industries, R D Nazeem, said the scheme would institutionalise value-chain development and provide focused policy support to local industries. Industries Commissioner Dr. Yunus подчеркed that “last-mile delivery” will be key to ensuring benefits reach farmers and grassroots enterprises.

A graded incentive policy tailored for ODTP products is also in the pipeline and expected to be rolled out soon, paving the way for smoother implementation.

With this ambitious initiative, Himachal Pradesh is positioning itself to take its indigenous products global—while driving inclusive, rural-led growth from the ground up.
