Shimla, March 22: After the shocking suicide of HPPCL Chief Engineer Vimal Negi—where top officials were booked for abetment—another storm is brewing in Himachal Pradesh.
This time, it’s the Health Department under fire, with explosive allegations of victimization and transfer scams shaking the corridors of power.
BJP MLA and former state president Satpal Singh Satti dropped Bibi Bomb the ongoing Budget Session of the Vidhan Sabha.
"Who is this BIBI collecting money for transfers in the Health Department?" Satti thundered, leaving the Treasury Benches red-faced.
Without naming names, Satti’s jibe was clearly aimed at a controversial female officer who has become a talk of town now.
Satti minced no words:
"The Chief Minister approves the transfer. The Health Minister Dr. Dhani Ram Shandil implements the orders. Then, who is this BIBI sitting in the Health Department collecting money for transfers?
The government must expose her, take strict action, and ensure honest officers are encouraged, not victimized." Their bank accounts and properties should be investigated, the MLA demanded.
Inside sources reveal that the officer has mastered the art of identifying victims—doctors desperate for postings—and then allegedly seeking bribes in the name of transfer favors.
"Even the seniority lists of IGMC, KNH are being manipulated so that affected doctors are left with no option but to approach the Bibi" said a senior doctor on condition of anonymity.
The officer, notorious in bureaucratic circles, is infamous for the "Bangle Episode", a tainted tale that’s still whispered in official circles.
Bibi’s hold is so strong that even the Health Minister Dr. Dhani Ram Shandil seems clueless, say insiders. "Is this the Vyastha Parivartan (System Change) Sukhu government promised?" questioned a senior faculty member from IGMC Shimla.
With tempers running high after the Vimal Negi case—where three officials acted like corporate dons pushing an honest officer to death—the state’s medical fraternity is slowly finding its voice.
"If the government doesn’t act now, another Vimal Negi episode is waiting to happen," warned a whistleblower doctor.
Victims claim they’re ready to speak out now. "Enough is enough. The Health Department has become a den of corruption. We will expose everything—who took how much and for whose transfer," one doctor said.
