SHIMLA, JULY 20: Welcome to one of Shimla's most prestigious roads—where VIP parking flourishes, public urination goes unchecked, garbage enjoys a free ride downhill, and the Shimla Municipal Corporation (SMC) appears to have perfected the art of looking the other way.
The road connecting The Lift with U.S. Club, a gateway to The Mall and frequented daily by tourists, residents, schoolchildren and senior citizens, has become a glaring symbol of civic collapse.
Instead of showcasing the Queen of Hills, its heritage cafe in heritage building it showcases administrative apathy.
Business owner Arnav Jain, who runs a heritage trail Cafe in the Jain Ashram building, has submitted a detailed representation to the Municipal Commissioner, highlighting how rainwater cascading from Jakhu Hillside floods the steep stretch due to the absence of a functional drainage system.
Every shower turns the road into a slippery hazard, eroding the surface, weakening retaining walls and endangering pedestrians.
The drainage problem is only part of the bigger menace.
One side of the US club Lift road has virtually been surrendered to permit-holding shopkeepers' vehicles and VIP parking.
Hidden behind these parked cars lies an ugly truth. Residents allege that the road margins have become an open urinal, with offenders exploiting non-functional streetlights and the absence of CCTV cameras to relieve themselves under the cover of darkness and in broad daylight as well.
The stench has become part of the daily experience.
When it rains, urine, litter and accumulated filth are washed downhill, collecting in front of the heritage Café and the Jain Ashram building near The Lift—one of the busiest tourist entry points to The Mall.
For visitors arriving in Shimla, the first impression is no longer of a heritage hill station but of civic neglect on full display.
Residents say the Municipal Corporation has become thick-skinned, repeatedly ignoring complaints, photographs and representations.
Equally under fire are sanitation workers, who locals allege have failed to keep the stretch clean despite its prime location.
People have demanded immediate installation of CCTV cameras, restoration of non-functional streetlights and strict enforcement against those found openly urinating or dumping waste.
They say offenders should be identified, publicly named and heavily fined to send a strong message that public spaces are not private conveniences.
Traffic management, too, has descended into disorder. Vehicles parked near the Army area constrict the already narrow road, creating avoidable congestion.
As if to complete the picture of civic absurdity, empty liquor bottles tied together with ropes now serve as a makeshift barrier outside the Army premises to discourage parking.
Residents say this bizarre arrangement has reduced one of Shimla's main link roads to an eyesore, raising uncomfortable questions about where the city's civic administration has disappeared.
For Arnav Jain and local residents, this is no longer just about overflowing drains or illegal parking. It is about an administration that appears indifferent to public health, hygiene, safety and the city's image.
They warn that the SMC must wake up from its prolonged slumber and takes visible action. The Lift–U.S. Club road will continue to shame the SMC.
While Shimla sells itself as a world-class tourist destination, its civic governance is increasingly struggling to pass even the most basic test.
