Shimla: In a stunning turn of events, Desraj, Director, electrical HPPCL and the prime accused in the mysterious death of HPPCL Chief Engineer Vimal Negi, has moved the Supreme Court seeking bail through a Special Leave Petition.
The case is set for hearing on April 7. Meanwhile, the Himachal Pradesh Police Special Investigation Team (SIT) has been under fire for allowing the accused to roam free for the last 13 days, raising serious concerns about the integrity of the probe.
Despite the Himachal Pradesh High Court rejecting Desraj’s bail plea week ago, the SIT and state government have made no move to arrest him or the other accused.
Shockingly, Managing Director Harikesh Meena and Director (Personnel & Finance) Shivam Pratap Singh—both named in the FIR lodged by Negi’s wife—haven’t even been interrogated yet.
The family is now questioning why their names are conspicuously missing from the official investigation and from the FIR.
SIT's Inaction Raises Eyebrows
The family and engineering fraternity are outraged at the lackluster probe, suspecting a deliberate cover-up. The biggest question remains—will the state government oppose Desraj’s bail in the Supreme Court, or will it continue to shield the accused?
Adding to the family’s agony, neither Meena nor Desraj has been taken into custody, despite clear grounds for custodial interrogation and High Court ruling rejecting Des Raj’s bail.
Reports suggest that both have gone underground, yet the SIT has made no serious attempts to trace them.
Negi’s Last Moments and Unanswered Questions
On March 10, Vimal Negi left for his office as usual, but something forced him to seek medical help at Tenzin Hospital in Shimla. Unable to receive immediate attention, he left in his official vehicle, later switching to a taxi.
The driver recalls that Negi appeared deeply disturbed and remained silent throughout the journey. His last known location was near Kandrau Bridge Ghumarwin and eight days later, his body was found in Bhakra Dam near Swarghat—sending shockwaves across the state.
His wife’s FIR directly accuses Desraj, Meena, and Shivam Pratap Singh of pushing him to the brink. Yet, the investigation has been slow, further fueling suspicions of high-level interference.
Engineering Association Links Case to Corruption in Mega Projects
The HPSEBl and Engineering Associations have linked top HPPCL officials to corruption in the 32 MW Pekhuvela Solar Project in Una and the 420 MW Shongtong-Karchan Hydro Project in Kinnaur.
They allege that Negi was under immense pressure by these officials to cover up financial mismanagement in these projects, which may have led to his tragic end.
Why is the Government Protecting the Accused?
The burning question remains: Why has the SIT failed to arrest the accused despite clear orders from the High Court?
Why is the government dragging its feet? Why is there no serious effort to locate and interrogate the absconding officers?
With the BJP now joining the family in demanding a CBI probe, the pressure is mounting.
If the case is handed over to the CBI, it could expose a web of corruption and political shielding within the HPPCl in these two projects.
As the Supreme Court hearing approaches, all eyes are on the Himachal Pradesh government—will it oppose the SLP, or will justice for Vimal Negi be buried?
