SHIMLA: In move to enhance environmental conservation, the Himachal Pradesh State Cabinet, chaired by Chief Minister Thakur Sukhvinder Singh Sukhu, has announced the launch of the 'Mukhya Mantri Van Vistaar Yojna.'

This ambitious scheme aims to cover barren areas of hills and mountains across the state, with the primary objective of expanding green cover, preventing soil erosion, and tackling excessive runoff on degraded hill slopes.

To ensure the effective implementation of the Yojana, the Cabinet has decided to constitute a dedicated Task Force, headed by the Principal Chief Conservator of Forests, the Head of Forest Force (HoFF). The Task Force will oversee the planning and execution of the project, ensuring its success in achieving its green goals.

To bolster healthcare facilities, the Cabinet has given the green light to create and fill-up 136 additional posts of nursing and para-medical staff. This move will enable the Trauma Centre and Emergency Medicine Department at IGMC, Shimla, to operate round the clock in three shifts, providing much-needed medical assistance to patients in need.

The Cabinet has also approved the creation and filling up of 87 posts of different categories in various Municipal Councils and Nagar Panchayats across the state. This step is expected to strengthen local governance and improve public services.

Recognizing the importance of disaster management, the Cabinet has decided to establish a Project Management Unit within the Revenue Department to effectively respond to natural calamities. Additionally, 14 posts of different categories will be filled to support the unit's operations.

In a significant boost to the legal infrastructure, the Cabinet has given its approval to create posts of Assistant District Attorneys for newly established Civil Courts and Additional District and Session Courts. This move is expected to expedite the legal process and ensure justice delivery in different regions of the state.

Furthermore, the Cabinet has taken various measures to enhance public services. It has approved the creation and filling up of seven posts in the Himachal Pradesh Public Service Commission, aiming to streamline administrative processes and provide efficient services.

The Cabinet has also shown its support for the security forces by increasing the honorarium of Special Police Officers posted in border areas of the state by Rs. 500 per month, recognizing their crucial role in safeguarding the borders.

Addressing urban governance, the Cabinet has approved the drafting of Himachal Pradesh Municipal Corporations, Municipal Council, and Nagar Panchayat maintenance of Parivar Register Rules, 2023.

This initiative will ensure a proper record of families residing in urban areas, aiding in effective planning and development.

Moreover, the Cabinet has taken important steps related to the economic and environmental sectors. It has decided to examine the issue of granting leases to Hydro Electric Projects from a holistic perspective, with the aim to submit well-informed recommendations on lease amounts.

The Cabinet has also rationalized the charges of services provided by the Lok Mitra Kendras in the state, making these services more accessible and affordable for the public.

Furthermore, in line with the GST Council's recommendations, the Cabinet has given its nod to the Himachal Pradesh Goods and Services Tax Bill, 2023, aiming to streamline tax regulations and foster economic growth.

Lastly, to encourage responsible utilization of resources, the Cabinet has decided to implement the H.P. Nautor Rules, 1968, for a period of two years, with certain conditions. This move will permit the use of demarcated land for domestic purposes, while protecting sensitive forest areas.

These decisions taken by the Himachal Pradesh Cabinet are expected to have far-reaching impacts on environmental protection, healthcare services, governance, disaster management, legal infrastructure, and economic growth in the state.
