In a significant move ahead of the upcoming monsoon session, the Himachal Pradesh Cabinet, chaired by Chief Minister Thakur Sukhvinder Singh Sukhu, on Saturday approved a slew of decisions aimed at strengthening employment security, boosting healthcare infrastructure, and asserting state control over key hydroelectric projects.

The cabinet cleared the regularization of contractual employees who have completed two years of continuous service as of March 31, 2025.

In a further relief to workers, daily wagers and contingent paid staff with four years of uninterrupted service will also be brought onto the regular rolls, a long-standing demand of worker unions.

The government approved the takeover of five major hydroelectric projects. These include the 382 MW Sunni, 210 MW Luhri Stage-I, and 66 MW Dhaulasidh projects, earlier allotted to SJVNL, along with the 500 MW Dugar and 180 MW Baira Suil projects from NHPC.

To facilitate the takeover process, an independent evaluator will be appointed to assess the actual expenditures of the Sunni, Luhri Stage-I, Dhaulasidh, and Dugar projects, while an Administrator will oversee the transfer of the Baira Suil project.

On the healthcare front, the Cabinet sanctioned the establishment of two new 50-bedded Critical Care Blocks—one at PHC Swahan (Regional Hospital Bilaspur) and another at Civil Hospital Rohru in Shimla district. Further, District Integrated Public Health Laboratories will come up at Pt. Jawahar Lal Nehru Government Medical College in Chamba and District Hospital Hamirpur, associated with Dr. Radha Krishnan Government Medical College.

The Cabinet also greenlit the procurement of advanced medical equipment for Mother and Child Hospital wings under construction at Kamla Nehru Hospital Shimla, Regional Hospital Una, and Civil Hospital Sundernagar in Mandi district, to ensure smooth operations once they become functional.

In a much-awaited decision for medical professionals, the state government has hiked stipends. Senior Residents and Tutor Specialists will now draw a monthly stipend of ₹1 lakh, up from the current ₹60,000–65,000.

Super Specialists and Senior Residents (Super Specialists) will see their stipend increase from ₹1 lakh to ₹1.25 lakh.

These decisions signal the government’s focus on welfare-driven governance, with clear emphasis on bolstering public health capacity, empowering state control over natural resources, and addressing workforce aspirations.
