Empowering Principals to Drive Student Safety: Himachal Police Rolls Out ‘School CONNECT’

SHIMLA — In a shift from reactive policing to preventive student welfare, the Himachal Pradesh Police have officially launched the ‘School CONNECT – School Safety & Student Protection Initiative’. Building upon the vision of Chief Minister Shri Sukhvinder Singh Sukhu and following an extensive rollout meeting chaired by Director General of Police (DGP) Shri Ashok Tewari with principals from 27 Shimla schools, the initiative places the steering wheel directly in the hands of school leadership.

With the formal launch at Police Headquarters, police officials made it clear: the true success of campus safety, cyber protection, and the anti-drug drive now rests on the active execution and leadership of school principals to keep students connected and secure.

The Principal’s Playbook: Six Pillars of Action

During the high-level deliberations, DGP Tewari emphasized that institutional safeguards cannot function merely as paper policies or post-incident reactions. Instead, school principals are expected to anchor and operationalize six core areas within their respective campuses:

Campus Security & Access Control: Principals must audit and upgrade CCTV surveillance, specifically targeting entry and exit points, visitor verification protocols, and internal access control.

Child Protection & POCSO Compliance: Implementation of child-friendly reporting mechanisms, rigorous monitoring to prevent bullying and harassment, and active awareness around the POCSO Act to ensure timely intervention.

Cyber Safety Shield: Direct student engagement to combat emerging digital hazards, including cyberbullying, online grooming, sextortion, and deepfake threats.

Anti-Chitta Campaign Integration: Galvanizing students, teachers, and parent networks to participate in the Chief Minister-led Anti-Chitta Jan Andolan, focusing on early identification of substance abuse and robust awareness campaigns.

Transport & Emergency Preparedness: Ensuring strict background verification of all transport drivers and support staff, conducting regular disaster evacuation drills, and familiarizing the school community with the Emergency Response Support System (ERSS-112).

Institutional Coordination: Appointing designated police nodal officers and establishing active School Safety Committees to maintain a constant bridge between school management and local law enforcement.

Shifting from Reaction to Prevention

Stressing that safety must be ingrained in daily school culture, DGP Tewari noted, “Our objective is not merely to investigate incidents after children have suffered harm, but to prevent such incidents through vigilance, awareness and coordinated action. Every child deserves a safe school, and every parent deserves peace of mind.”

While the successful Police–University CONNECT program already bridges the gap for higher education students, School CONNECT relies heavily on principals to translate these systemic safety goals into everyday student interactions.

By empowering educators to spearhead these protocols, Himachal Pradesh Police aim to foster an environment of complete trust between children, families, schools, and law enforcement—ensuring that a safer childhood today builds a stronger Himachal tomorrow.
