BJP Scripts History in Congress Bastion, Captures Both Shimla Zila Parishad Posts
SHIMLA: Rajya Sabha MP Harsh Mahajan-led BJP game plan has scripted a major political upset in Shimla, capturing both the Chairperson and Vice-Chairperson posts of the Shimla Zila Parishad after 26 years, delivering the first major political shock to the Sukhvinder Singh Sukhu government ahead of the 2027 Assembly elections.
The victory is politically significant as Shimla has traditionally been regarded as a Congress bastion and is represented by seven Congress MLAs out of eight Assembly segments. Three state ministers—PWD Minister Vikramaditya Singh, Rural Development and Panchayati Raj Minister Anirudh Singh and Education Minister Rohit Thakur—also have their political base in the district.
BJP-backed Bhupendra Singh Sisodia from Chandalog-Nerwa was elected Chairperson with 13 votes against Congress-backed Surender Retka’s 10, while two votes were declared invalid.
In the Vice-Chairperson election, BJP-backed Bharat Singh Kalanta secured 14 votes against Congress candidate Meenakshi’s 10, with one vote being rejected.
The result comes after nearly three months of uncertainty over the elections to the two posts, with the Congress government accused by the BJP of delaying the democratic process to avoid political embarrassment. The drama has finally ended with the BJP taking control of both key positions in what has long been considered Congress territory.
The setback assumes added significance because the Chief Minister, Deputy Chief Minister Mukesh Agnihotri and other ministers were in New Delhi for several days until Wednesday amid intense speculation over a Cabinet expansion and reshuffle. The government returned to the state to face an unexpected political blow in its own backyard.
For Harsh Mahajan, the victory carries a familiar political resonance. He had stunned the Congress establishment in the Rajya Sabha election by defeating Congress heavyweight Abhishek Manu Singhvi despite the BJP lacking the numbers to win the seat on paper. The Shimla Zila Parishad result now emerges as another major setback for the ruling party under his political leadership.
Mahajan said the BJP’s influence in 11 of Himachal Pradesh’s 12 Zila Parishads was itself a major political signal and claimed that the results reflected growing public dissatisfaction with the Sukhu government.
The BJP particularly highlighted Congress’s inability to retain the Shimla Zila Parishad despite the district being home to three state ministers and a dominant majority of Congress legislators. Mahajan described the result as evidence that the political ground beneath the ruling party was shifting.
The BJP also claimed that the outcome demonstrated that the government’s decision to keep the elections pending for 102 days had failed to prevent political embarrassment. Instead, the delay ultimately culminated in the BJP taking both top posts.
The victory also exposes growing political vulnerability for the Congress less than a year before the 2027 Assembly polls. For a government approaching the halfway mark of its tenure, losing both leadership positions of a key local body in the state capital district is being viewed within BJP circles as a warning that the Congress organisation and government may not be as secure on the ground as its Assembly strength suggests.
The numbers make the political drama sharper: BJP secured 13 votes for Chairperson and 14 for Vice-Chairperson, suggesting that the contest extended beyond the party’s core support and pointing to cross-voting or a shift in support from the expected Congress camp.
BJP leaders have projected the result as the beginning of a wider political shift, claiming that the party’s grassroots gains are preparing the ground for its return to power in 2027.
For the Sukhu government, the Shimla Zila Parishad result is the second major political shock after the Rajya Sabha defeat, and this time it has come in the Congress’s own borough—right under the nose of the state government.
