SHIMLA: CPI(M) candidate for Kasumpti Dr Kuldip Singh Tanwar today blamed the ruling BJP and Congress MLA Anirudh Singh for the pathetic condition of education, health, road and transport in 36 panchayats of Kasumpti, which is worse than many inaccessible panchayats of the state.
Addressing the press conference here on Monday the party candidate Dr. Kuldip Singh Tanwar made it clear that this time the people of Kasumpti assembly constituency will not be divided into princely states.
But people this time have sought a complete account of development of Kasumpti from both Congress and BJP.
Dr. Tanwar said that both Congress and BJP are equally responsible for the backwardness of Kasumpti assembly constituency. Congress has been leading this area for the last 20 years.
In the meantime BJP has also formed governments in the state twice, but neither the rural area of Kasumpti developed nor did BJP and Congress do anything for its urban wards.
Dr Tanwar cited the potholed roads in this segment. The roads have become mere ridges for which people are paying a huge price.
He said there has been forest violation in about 300 roads in the area, in which no government vehicle can run. Nor does PWD department able to maintain them, he charged.
On the other hand, Theog assembly constituency is adjacent to this, where 173 cases were approved from the environment during this tenure, of which 80 percent are rural roads, Dr Tanwar cited the example.
Due to lack of roads, public are not getting bus facilities in Kasumpti assembly constituency. There are no buses available for children to school and college and they are roughing it out daily, he said.
Dr. Tanwar said it is a matter of regret that buses are available for political rallies, potential candidates carry people by buses for their rallies but no one has made efforts to get buses for the people in this area.
Dr. Tanwar said the area of Kasumpti will probably be the area where maximum number of bus routes have been closed after Covid.
And the condition of education is such that there are no teachers in the schools, he said.
Many school buildings are in dilapidated condition, he added.
There is no staff in the school for 15-15 years. There are no teachers of language and physical education. There are no science and commerce subjects in the schools.
To study these subjects, students have to travel to the neighboring district of Solan or 20-25 kms for which buses are not available, he pointed out.
Dr. Tanwar said that health services are in a dilapidated condition. Till some time ago, there was neither tests nor staff in Civil Hospital Junga and Community Health Center Koti, Junga, he said.
Dr. Tanwar said that in Kasumpti assembly constituency, there was a severe outbreak of lumpy disease in animals, many animals died.
"There was a loss of thousands and lakhs of rupees of each cattle rearer. His livelihood was affected. But instead of helping the cattle rearers, the Congress and BJP leaders replied bluntly that their work is not to go to the Obare cow shed, he remarked.
The Foulane project affected people of 6 panchayats of Kasumpti assembly constituency are demanding four times compensation under factor 2 from the government.
But the government is not paying any heed to it. The debt burden on farmers has increased during Covid, the government is silent on that too. Rural and urban roads have turned into potholes inviting accidents, he said.
Dr. Tanwar said that instead of raising voice for basic facilities, BJP and Congress are trying to get people entangled in tug of war and raffle and dividing them on the basis of princely states.
The CPI(M) candidate said that both the parties were not at all concerned about the education and employment of the youth of the region.
Despite the immense potential of tourism, the leaders have neither a vision nor a plan to develop the tourist places here, Dr Tanwar said.
The youth are going into the quagmire of drugs. But the Political parties further encourage this evil to use the youth in elections, he charged.
The CPI(M) candidate said that this time the people of Kasumpti are not going to get confused by these hollow and dividing slogans. This time the election riot will be fought on the field of development, he asserted.
Dr. Tanwar also accused Congress and BJP of ignoring the merged area falling under Kasumpti assembly constituency.
Dr. Tanwar said that 14 wards of the Municipal Corporation fall in Kasumpati, but both the parties and their governments have neglected this area.
The houses built with the blood and sweat of the people have not yet been regularized as promised by both the parties in the manifesto of every election, he pointed out.
Even the ancestral residents of the merged area were not given any relief. Both the governments raised water from the water sources of Kasumpti assembly constituency for the city and in return it gave the gift of the city's filth to this area by setting up a sewerage treatment plant at Kasumpti, he said.
The BJP-ruled municipal corporation handed over the water to the company SJPNL and commercialized and privatized it, he charged.
Whereas during the time of CPI(M), the municipal corporation used to distribute water itself. Water was given to the people at very low rates. But now today people have to pay hefty bills, he charged.
Neither the Municipal Corporation is developing under Smart City in the merged area, nor is this area getting anything from the MLA fund, he rued.
Kasumpti unit secretary Satyavan Pundir said that due to the actions of Congress and BJP, the rural and urban people of Kasumpti have made up their mind to send CPI(M) to the assembly this time as a third option.
While Dr. Kuldeep Singh Tanwar has administrative experience, he also has sensitivity towards farmers' issues.
He has expressed hope that from employees, youth, women, farmers will not want to miss the opportunity this time and will give their full support to Dr. Tanwar.
