Himachal High Court Gets New Judge, Two Additional Judges

The Himachal Pradesh High Court will get a new Judge and two Additional Judges following appointments notified by the Central Government on Thursday.
According to a notification issued by the Department of Justice, Ministry of Law and Justice, the President, exercising powers under Articles 217 and 224 of the Constitution, has appointed Shri Chirag Bhanu Singh as a Judge of the Himachal Pradesh High Court.
Shri Bhupesh Sharma, presently Registrar General of the High Court, and Shri Yogesh Jaswal, presently District and Sessions Judge, Sirmaur at Nahan, have been appointed as Additional Judges for a period of two years. All three appointments will take effect from the dates on which they assume office.
Chirag Bhanu Singh, a graduate of Vallabh Post Graduate College, Mandi, studied law at Himachal Pradesh University, Shimla. He enrolled with the High Court Bar Association, Shimla, in 1994 and practised civil, criminal, constitutional and service matters before joining the judiciary.
He was appointed Additional District and Sessions Judge in 2007. Earlier, he had served as Deputy Advocate General for Himachal Pradesh from 2003. In 2009, he was part of an Indian judicial delegation led by the Chief Justice of India to Australia on issues concerning protection of rights and access to justice.
During his judicial and administrative career, Singh served as Judge of the Himachal Pradesh Industrial Tribunal-cum-Labour Court, District and Sessions Judge, Chamba, Legal Remembrancer-cum-Principal Secretary (Law) to the State Government, Principal Secretary (Lokayukta) and Human Rights Commission, and Registrar (Judicial-I) of the Supreme Court of India on two occasions.
He also served as Director of the State Judicial Academy and as Officer on Special Duty to the Chief Justice of Himachal Pradesh. He was District and Sessions Judge, Bilaspur, from June 2023 to October 2025 and subsequently took charge as District and Sessions Judge, Kangra at Dharamshala, where he is presently posted.
Bhupesh Sharma, a law graduate from the Faculty of Law, Himachal Pradesh University, joined the Himachal Pradesh Judicial Service in July 1996 as Sub Judge-cum-Judicial Magistrate at Kangra, Dharamshala.
He subsequently served at Mandi, Shimla and Sarkaghat and was promoted Civil Judge (Senior Division)-cum-Additional Chief Judicial Magistrate in October 2004. He served at Sunder Nagar and Solan before being promoted Additional District and Sessions Judge in March 2012.
Sharma later served at the Fast Track Court, Hamirpur, and became Special Judge, CBI, Shimla, in April 2014. He went on to serve as District and Sessions Judge in Kinnaur, Hamirpur, Solan, Una and Shimla.
He was transferred and posted as Registrar General of the Himachal Pradesh High Court on October 4, 2024, a position he currently holds.
Yogesh Jaswal, born on March 2, 1967, at Ambota village in Una district, completed his education in Shimla and obtained his LL.B. from Himachal Pradesh University in 1991. He initially practised civil, criminal and revenue matters at Shimla before joining the Himachal Pradesh Judicial Service in July 1996 as Sub Judge-cum-Judicial Magistrate at Hamirpur.
He subsequently served at Rohru, Palampur and Kasauli and was promoted Civil Judge (Senior Division) in 2004 and Additional Chief Judicial Magistrate in 2005. He later served as Chief Judicial Magistrate, Lahaul and Spiti, at Kullu.
Jaswal was elevated to the Higher Judicial Service in January 2013 and served as Additional District and Sessions Judge at Shimla and Ghumarwin. He was promoted District and Sessions Judge in 2016 and served in Kinnaur at Rampur Bushahr and Chamba.
He later served as Presiding Officer of the Labour Court-cum-Industrial Tribunal in 2018, District and Sessions Judge, Kangra at Dharamshala, in 2021, and Registrar of the High Court of Himachal Pradesh until January 2024.
He also served as Presiding Officer, Labour Court-cum-Industrial Tribunal, Shimla, and Director of the Himachal Pradesh Judicial Academy from May 2024. He was posted as District and Sessions Judge, Sirmaur at Nahan, from April 2025.
