HP High Court Flags Serious Lapses in Vimal Negi Death Probe, Says Police Inquiry Can’t Inspire Trust

In a strong reprimand to the Himachal Pradesh Police, the High Court has said the investigation into the death of Vimal Negi cannot be trusted when even the State’s own DGP has questioned the fairness of the probe.
The Court noted that the Special Investigation Team (SIT) kept insisting it was conducting the case properly, yet the DGP’s report contradicted that stand.
It also highlighted that the inquiry report prepared by the Additional Chief Secretary (Home) — containing serious findings against senior police officers and hinting at possible favours to a project proponent — has still not been made public.
The Court said the Negi family had been saying from day one that the missing and later death of Vimal Negi were suspicious, but no meaningful investigation was done for nearly two months, which only deepened doubts.
Calling the situation “exceptional”, the High Court transferred the probe to the CBI and directed that no officer from the Himachal cadre should be part of the CBI team to ensure complete neutrality.
The remarks resurfaced this week during the Harikesh Meena bail proceedings, where the CBI sought removal of the State from the case. The Court refused, saying the State may remain on record but only the CBI will file reports and argue, since it alone is investigating the matter.
The case will come up again on November 26, with the interim order continuing.
