Shimla: Rising fuel prices amid global war-driven crude volatility have triggered a fresh political and public storm in Himachal Pradesh, where the state government’s latest move to introduce a “widow and orphan cess” on petrol and diesel has sparked sharp reactions.

The controversy erupted even as social media continues to circulate comparisons of petrol prices between BJP-ruled states like Delhi, Uttar Pradesh, Gujarat and Uttarakhand — where rates hover in the mid-₹90s — and opposition-ruled states such as Himachal Pradesh, Karnataka, Telangana, West Bengal and Kerala, where petrol prices have crossed ₹100 per litre.

Amid this backdrop, the Himachal Pradesh government has decided to impose a “widow and orphan cess” on the sale of petrol and diesel.

The amendment bill was passed in the Assembly despite heavy opposition protests and a walkout by the विपक्ष, triggering widespread criticism across political and public circles.

Critics argue that the move places an additional burden on already strained consumers, especially at a time when fuel prices are high due to global uncertainties.

“The common man is being made to fund welfare schemes through indirect taxation,” said citizens , calling the decision “insensitive and poorly timed.”

However, Chief Minister Sukhvinder Singh Sukhu pushed back against the criticism, stating that the bill related to the cess has not yet become law.

He accused sections of misleading the public, saying attempts are being made to create confusion even before the legal process is complete.

Adding another layer to the debate, the government has already imposed a “milk cess” on electricity bills as part of its budget announcements, aimed at funding a ₹10 per kg increase in milk procurement prices to support dairy farmers.

This dual cess approach — on fuel and electricity — has intensified the discourse around fiscal management and welfare funding.

Economists warn that such measures, while aimed at social support, could have cascading effects on inflation. Higher fuel prices directly impact transportation and essential commodities, while increased electricity charges further strain household budgets.

With the Assembly witnessing uproar and the opposition staging a walkout, the issue has quickly become a major political flashpoint in Himachal Pradesh.

As debates intensify, the core question remains — how much more can the common consumer absorb in the name of welfare-driven governance?

For now, fuel prices and cess politics have firmly taken centre stage in the state’s economic and political narrative.
