Saxena’s Re-employment is Illegal
Shimla, November 8: The Sukhu government is in fresh trouble over the controversial re-appointment of former Chief Secretary Prabodh Saxena as HPSEBL Chairman.
Complainant and activist Atul Sharma has fired a sharp letter demanding that the government cancel Saxena’s appointment immediately — or be ready to face a legal challenge.
Sharma says the government’s 30 September 2025 order violates the High Court’s 2017 directions.
He also claims Saxena was earlier denied vigilance and integrity clearance, making this re-appointment “illegal, wrong, and against all government rules”.
He further points out that the move goes against DoPT’s 2024 rules and the state’s own personnel handbook, calling it a clear misuse of power.
The activist has also sent copies of his complaint to the Chief Secretary and Secretary (Personnel), warning that if the government does not withdraw Saxena’s appointment, he will move court.
Government’s response to the complaint is still awaited.
The Sukhu government now has a choice — roll back the order or prepare for a legal showdown.
