SHIMLA: The Himachal Pradesh government has launched a blistering attack on the Modi-led Centre, accusing it of deliberate financial strangulation.
Ministers in the Sukhu cabinet allege that while BJP-ruled states get direct grants, Himachal is left to beg for its rightful share.
Railway Lies & Budget Gimmicks
Revenue Minister Jagat Singh Negi and PWD Minister Vikramaditya Singh have rubbished Union Minister Ravneet Bittu’s claims of massive railway funding for Himachal.
They argue that the Bhanupalli-Bilaspur rail project’s cost has doubled to ₹7,000 crore, but the Centre refuses to pay more than ₹70 crore for land acquisition, dumping the entire burden on the state.
They also called out the BJP’s bogus claims of ₹11,806 crore railway funding, stating that the Railway Ministry’s "Pink Book"—the official budget record—hasn’t even been uploaded yet.
In reality, they said, only ₹1,991 crore has been spent in three years, despite a budget of ₹3,867 crore. Where’s the rest of the money?
Financial Revenge Over OPS?
The Congress government alleges that after restoring the Old Pension Scheme (OPS), the Centre retaliated by slashing Himachal’s borrowing limit.
Worse, the state’s ₹9,000 crore NPS deposits are stuck with Delhi, with no sign of release.
Instead of returning Himachal’s rightful money, the Centre is forcing the state to bring employees back under NPS or UPS, stated Harshwardhan Chauhan and Technical Education Minister Rajesh Dharmani in another statement here today.
Disaster Relief: Empty Promises, No Action
Despite last year’s catastrophic natural disaster, the Centre hasn’t released a single rupee for relief and rehabilitation.
Even its own Post Disaster Need Assessment (PDNA) pegged losses at ₹9,042 crore, yet two years later, zero aid has arrived.

The Supreme Court ruled in favor of Himachal on ₹4,500 crore BBMB dues, but the Centre continues to block the funds.
The ministers accuse Leader of Opposition Jai Ram Thakur and other BJP leaders of conspiring in Delhi to stall Himachal’s development.
BJP States Get Cash, Himachal Gets Excuses
In the last budget, BJP-ruled states received direct disaster relief, while Himachal got “Multilateral Development Assistance”—essentially loans, not aid. The ministers slammed Modi’s "cooperative federalism" as nothing but political discrimination.
