UDF Chief Backs HP Medical Officers’ Demand for Career Progression Scheme, Urges CM Sukhu to Act

The United Doctors Front (UDF) has come out in strong support of the Himachal Medical Officers Association (HMOA), urging Chief Minister Sukhvinder Singh Sukhu to restore the Dynamic Assured Career Progression Scheme (DACPS) — a long-pending demand of government doctors across the state.
UDF national president Dr. Lakshya Mittal said he had spoken to Chief Minister Sukhu on the issue and extended full support to the medical officers.
He called the restoration of DACPS “a matter of respect and justice” for doctors who continue to serve selflessly, even in the most remote and hilly terrains of Himachal Pradesh.
The DACPS, which ensures time-bound promotions and career growth for doctors, was withdrawn in January 2022, leading to widespread discontent and stagnation in the state’s medical fraternity.
The scheme remains in force in several other states — including Bihar, Odisha, Madhya Pradesh, and Punjab — and under the Central Health Services (CHS).
“Doctors in Himachal are the backbone of the state’s healthcare system.
Their genuine demand for fair and time-bound career progression must be addressed without delay,” Dr. Mittal said, urging the government to reinstate the policy at the earliest.
The HMOA has been pressing for restoration of the DACPS for over two years, saying the move will boost morale and help retain experienced doctors in government service.
