Shimla: Illegal and unscientific mining, exacerbated by the impacts of climate change, has been identified as a key factor contributing to a recent natural calamity in the state.

An interim report submitted by the Multi-Sector Committee to the State Government underscores the severity of the situation, detailing that out of the 131 stone crushers in the Beas River basin, a substantial 68 were operating without the necessary permissions.

The consequences of this unauthorized activity became tragically evident during the monsoons, triggering flash floods and landslides that inflicted significant damage to both life and property. The report specifically highlights the adverse impact of excessive muck dumping in the Beas River and along its banks, placing the delicate environmental balance of the basin under immense pressure.

To address these challenges, the committee proposes a set of stringent measures. Among them, they recommend allowing the operation of 50 stone crushers that possess the required permits, subject to specific guidelines. The proposed operational hours for these crushers would be restricted from 6 AM to 6 PM, and the use of DG sets on crushers would be prohibited.

In addition, the committee advocates for the installation of CCTV cameras in all stone crushers, with monitoring responsibilities assigned to the State Pollution Control Board and the Mining Department. Furthermore, a clear directive is outlined for local authorities to report any instances of illegal mining within a 500-meter radius of stone crushers, with specified actions to be taken against the responsible crusher owner.

For stone crushers lacking necessary permissions, the committee recommends a case-by-case evaluation upon obtaining the required approvals. A temporary ban on the establishment of new stone crushers in the state will remain in effect until the final committee report is released. The report also emphasizes the need to fortify the processes governing the operation of captive stone crushers to prevent their involvement in illegal activities, highlighting a comprehensive approach to address environmental concerns and maintain the ecological balance in the region.
