Corruption-Free Himachal? Vigilance Bureau’s Tall Slogans Need Ground Action

The State Vigilance & Anti-Corruption Bureau (SV&ACB), Himachal Pradesh, has rolled out yet another campaign calling for a “Corruption-Free Himachal” with lofty slogans of zero tolerance and integrity.
But on the ground, the question remains – will these promises translate into real action or remain just another publicity drive?
DGP, SV&ACB, Ashok Tewari, in his message said, “Corruption is the biggest obstacle to development.
Our fight against it is not just a duty, but a sacred commitment to every honest citizen of Himachal Pradesh.”
The Bureau, he said, is committed to transparency, accountability, and strengthening public trust.
The Bureau has made a fresh appeal to citizens to use its toll-free numbers, WhatsApp helpline, and email IDs to report corruption, promising confidentiality and swift action.
It has also released a long list of officers, police stations, and helplines across its three ranges – Shimla, Mandi, and Dharamshala.
Additional SP Narvir Singh Rathour added that their main duty is to conduct “fast, fair, and transparent investigations” and ensure no guilty person escapes.
But critics say the real challenge lies not in issuing helpline numbers or lofty pledges but in delivering results.
“People have been hearing slogans of zero tolerance for years, yet corruption at lower and middle rungs of government departments continues unchecked.
Common citizens are forced to pay bribes for basic services – be it land records, police verification, or even hospital facilities,” remarked a senior lawyer in Shimla.
The Bureau’s track record also raises questions. While high-profile arrests occasionally make headlines, most cases drag on for years, with conviction rates remaining abysmally low.
Several complainants also fear harassment or retaliation, discouraging whistleblowers from coming forward.
Citizens now wait to see if this latest call for a “Clean Himachal” will remain another slogan or finally deliver tangible change on the ground.
Because in Himachal, the real test of the Vigilance Bureau isn’t in posters and pledges – but in whether the corrupt actually land behind bars.
