Shimla: The Director of Medical Education and Research (DMER), Himachal Pradesh, on Tuesday terminated the services of Dr Raghav Narula, Senior Resident in the Department of Pulmonary Medicine at Indira Gandhi Medical College (IGMC), Shimla, with immediate effect.

The termination order was issued after examining the report submitted by the IGMC Disciplinary Inquiry Committee through the Principal of the medical college on December 22.

As per the inquiry report, a scuffle took place between Dr Narula and a patient, identified as Arjun, a 36-year-old male, during duty hours at IGMC. The incident reportedly involved the doctor and attendants of the patient.

The Disciplinary Inquiry Committee had earlier recommended placing the doctor on leave pending further investigation. Meanwhile, an FIR was also lodged by the patient’s attendants against the doctor, which is currently under police investigation.

Based on the preliminary inquiry report and a video clip of the incident, Dr Narula was placed under suspension from his senior residency on the same day under Clause 9 of the Resident Doctors Policy, 2025, till further orders.

Subsequently, the state government constituted a high-level inquiry committee on December 23 to probe the incident. The committee was directed to submit its findings within 72 hours. The report was submitted to the Director through the Principal, IGMC.

After examining the findings, the Director observed that both parties — the patient and Dr Narula — were responsible for bringing disrepute to the institution. The act was held to constitute misconduct, misbehaviour, acts of commission, unbecoming of a public servant, and a violation of the Resident Doctors Policy, 2025.

In view of these findings, the Director ordered termination of Dr Narula’s services from the post of Senior Resident under Clause 9 of the Resident Doctors Policy, 2025, with immediate effect.

RDA and IGMC Faculty Association have yet to take call as both have termed the incident as one sided story without taking the version of the doctor.
