He laid the foundation stone in the august presence of the judges of HP High Court, Ms Justice Sabina, Mr. Justice Tarlok Singh Chauhan, Mr. Justice Vivek Singh Thakur, Mr. Justice Ajay Mohan Goel, Mr. Justice Sandeep Sharma, Mr. Justice Chander Bhusan Barowalia, Ms.Justice Jyotsna Rewal Dua and Mr.Justice Satyen Vaidya.
Speaking on the occasion, the Chief Justice said that Himachal is state of Gods and Goddesses, peace- loving people, rich heritage, unique customs and lofty traditions. “It has a galaxy of eminent Judges and illustrious lawyers that have combined to confer upon Himachal Pradesh a unique and enviable status. It is therefore a matter of great pride and pleasure for him to be present here to lay foundation stone of Judicial Courts Complex at Banjar”, he said.
The chief Justice further said that access to justice is one of the most fundamental tenets of the Constitution. Therefore to ensure that such access is not diminished and ideal is not jeopardized, adequate infrastructure needs to be provided to the courts, he said.
“The presence of an immaculate physical court infrastructure would guarantee that litigants are able to navigate, interact and communicate constrictively”. This aspect elucidates the correlation between access to justice and physical infrastructure, he said.
The Chief Justice also said this is another milestone for revitalizing the infrastructure of the district Judiciary. The process for creation of Court of Civil Judge, Banjar was started in the beginning of 2018 and ultimately on dated 06.12.2018 the Government of Himachal Pradesh has created a Court of Civil Judge at Banjar. The District Administration has provided Old Building of the Sub Divisional Officer (Civil) Banjar to run the newly created Court and the said Court started functioning in the building after inauguration on dated 11.04.2019.
Thereafter, the land about 1.11 Bighas situated in Phati Bhyar, Kothi Chehnni, Tehsil Banjar in the district was identified and transferred in the name of the Judiciary, he said. The total cost of construction of said court complex would be Rs. 21,13,57,400/-. This seven storey-building will have parking in its two floors and remaining floors will be used as Court Rooms for two Courts, Conference Room, Bar Rooms, Lawyers Library, Rooms for staff, ATM and Post Office.
The chief Justice concluded his address by expressing his hope that this institution will keep the purpose, for which it is formed, as it’s core and will continue to serve with the same zeal.
Administrative Judge of Kullu Division, Ms. Justice Jyotsna Rewal Dua congratulated the people associated in this project for their unrelenting efforts. Devinder Kumar Sharma, District & Sessions Judge Kullu delivered the welcome address and Rajinder Kumar, Addl. District & Sessions Judge, thanked all present. All the District & Sessions Judges, Deputy Commissioner Kullu were also present virtually. All the Registrars and Central Project Coordinator were among others present on the occasion.
