Shimla: The Government of Himachal Pradesh has once again stepped in to “discipline” its workforce—this time by policing what employees wear and what they say online.

In a fresh directive issued by the Secretary (Personnel) and circulated to all departments, boards, corporations, universities and autonomous bodies, the government has reiterated a strict dress code and laid down tighter rules for social media conduct.

The order, addressed to top bureaucrats including the Chief Secretary, makes it clear: government employees must look “formal, clean, modest and decent” while at work.

Jeans, T-shirts and flashy party wear are out. Male employees have been told to stick to shirts and trousers with proper shoes or sandals, while women are advised to wear sarees or formal suits like salwar-kameez or churidar.

The government says the move is aimed at maintaining “decorum and professionalism” in offices. But the fact that this is a repeat instruction suggests the earlier 2017 advisory has largely been ignored.

And it’s not just about clothes. The circular goes further—tightening the leash on employees’ presence on social media.

Citing provisions under the Central Civil Services (Conduct) Rules, 1964, the government has warned employees against posting opinions on government policies, schemes or decisions on personal platforms.

Any “unauthorised” comment, blog, vlog or post that could embarrass the government or strain relations between the Centre and states may invite disciplinary action. Sharing official documents or even parts of them without permission is strictly prohibited.

The government servants must not say or do anything “unbecoming” of their position—online or offline.

Interestingly, the directive also refers to a past communication from the Ministry of Home Affairs, noting that while freedom of speech is a fundamental right, government employees are subject to reasonable restrictions to maintain neutrality and integrity of service.

Employees have also been told to be mindful of personal hygiene and grooming—an addition that hints at concerns beyond just attire and conduct.

The government has warned that violations will be taken “seriously”, with disciplinary action depending on the nature of the breach.

While the government pitches the move as necessary for discipline and professionalism, it raises a larger question: is this about maintaining decorum—or tightening control?

With employees now being told not just how to dress, but also what not to say, critics are likely to see this as another attempt to curb individual expression in the bureaucracy.
