Finance Commission Urged to Respect Himachal’s Unique Role in National Development: Dr. Tanwar...

Shimla — Dr. Kuldip Tanwar, President of Himachal Kisan Sabha (HKS) and former Conservator of Forests, made a fervent appeal to the 16th Finance Commission, chaired by Dr. Arvind Panagariya, during their visit to Shimla today.

Emphasizing Himachal Pradesh’s significant contributions to environmental protection and national development, Dr. Tanwar stressed that the state deserves better financial support.

“Himachal’s forests are pivotal in maintaining ecological balance and carbon sequestration, with an estimated total carbon stock of 7204 million tonnes.

Our extensive network of protected areas, covering 15% of the state, plays a crucial role in this effort,” he noted. The state boasts five national parks and 26 sanctuaries, amounting to thousands of square kilometers dedicated to conservation.

Dr. Tanwar highlighted the unfairness faced by the state under the Forest Protection Act and new Forest Policy. “The Central Government controls 67% of our land, which used to bring in Rs. 1000 crore annually.

Yet, we receive no compensation for this lost revenue. Farmers, too, are deprived of their Nautod land,” he said, underscoring the economic and social impact on the local population.

Pointing to the global challenge of climate change, Dr. Tanwar argued that Himachal’s efforts in forest conservation are vital for both national and international ecological stability.

“Despite our role in preserving significant carbon stocks, we get no recognition or compensation for these ecoservices,” he lamented.

Himachal Pradesh’s contribution extends beyond forest conservation. “We’ve allocated 1 lakh hectares of agricultural land for hydroelectric projects like Bhakra and Pong Dam, benefiting the plains with electricity and irrigation,” he stated. “Yet, the displaced people are still awaiting rehabilitation.”

Dr. Tanwar urged the Finance Commission and the Central Government to take into account the unique challenges and contributions of Himachal Pradesh in their financial allocations.

“Our sacrifices should be reflected in the funding we receive. Himachal may be a small state, but its contributions are substantial,” he asserted.

He also called for the revival of the previous pension scheme and additional grants for environmental protection and promotion.

“Respecting the diversity of our country means recognizing the unique role each state plays. Himachal’s efforts in maintaining ecological balance deserve fair compensation and support,” Dr. Tanwar concluded.
