Shimla, 14 September 2024:  Himachal Pradesh has become the first state in India to introduce property seizure as a punishment for those involved in illegal and spurious liquor activities.

 Chief Minister Thakur Sukhvinder Singh Sukhu announced that the state government has made strict amendments to the Himachal Pradesh Excise Act, 2011, during the recent monsoon session to crack down on the illegal liquor trade.

"The biggest game-changer is the new provision allowing for the seizure of property not only of those directly involved in illegal liquor trade but also their relatives and associates.

This is a first in the country,” said CM Sukhu. He further added that such offences have now been made cognizable and non-bailable, tightening the grip on offenders.

The amendments also introduce harsher penalties and longer prison terms for those caught in illegal liquor activities. The Chief Minister highlighted that selling liquor to minors or using them as sales personnel will now lead to six months in jail or a fine of up to ₹50,000.

To strengthen enforcement, Sukhu revealed plans to set up a dedicated Excise Police force to handle excise-related cases swiftly and curb illegal activities.

Recalling the tragic 2022 Hooch incident in Mandi, where eight people lost their lives, he assured the public that these new provisions would prevent such disasters in the future.

On the broader issue of tackling drug abuse, the Chief Minister confirmed that over 1,200 new constables are being recruited, with a focus on targeting illegal trade and substance abuse across the state.
